I get several emails similar to “What is happening with the upgrade to the David airport?”. This recent email contains a lot of information. It was in Spanish and a rough English translation follows the original Spanish (Thank you Google). Again, the translation is far from perfect, but it will give you an idea of the importance that is being given to this project.

I am posting this with the permission of Lic. Wee-Mingh Fung. He will monitor this post to see comments from CC readers. Lic. Wee-Mingh Fung told me that he would try to provide me with an English translation later this week. When I receive it, I will replace the current English version with his.

Les informo que participé (gracias a la invitación de la Cámara de Comercio en Panamá y de FEDECAMARAS) hace 1 semana en el “Foro Nacional para la Competitividad” con la mayoría de los presidentes de Cámaras del país y otros gremios, además de la participación de casi todos los ministros y estimo que más de 300 personas.

En la reunión de trabajo que tuvimos con Rubén Blades, yo enfaticé que la descentralización y el despegue verdadero del Turismo en Chiriquí va a seguir siendo una quimera muy bonita, la cual NO se va a realizar hasta que:

1. Mejoremos la infraestructura de acceso:

• El Aeropuerto Enrique Malek debe “abrirse e invitar” (como prioridad número uno), vuelos y conexiones directas de países emisores de turismo de Norteamérica y Europa. Necesitamos que esto sea reconocido como una política de estado o por lo menos de la nueva Autoridad del Turismo como una medida crucial para impulsar el desarrollo socioeconómico del área,

• Buscar activamente un buen modelo de negocios para darle uso turístico y comercial al puerto fiscal de Puerto Armuelles (y la zona libre de Puerto Armuelles),

• Mejorar las carreteras hacia y en Chiriquí,

2. Actuemos para lograr las mejoras que pedimos ya hace casi 1 año (y no se ha hecho nada… Y después escucho diciendo por ahí que el sector privado no se pone de acuerdo…) en la Carta Abierta acerca de los puntos fronterizos con Costa Rica donde el tráfico de visitantes ha crecido significativamente (se reciben más de 100 mil visitantes por año sólo por Paso Canoas sin contar a los que entran por Río Sereno y Guabito… ). A pesar de que la actividad económica en estos puntos fronterizos ha crecido a pasos agigantados, siguen siendo un caos y un desorden completo pasar por ellas, especialmente para los turistas.

3. Podamos realizar un programa capacitación para los funcionarios públicos de la provincia que tengan que ver con la atención a los turistas (principalmente migración, aduanas, policía, IPAT).  Este programa debe incluir técnicas de atención al cliente, capacitación en inglés conversacional y técnico, y sensibilización hacia una mejor cultura turística. Las direcciones provinciales también necesitan ser reforzadas con un mayor presupuesto para cosas tan sencillas como comprar una nueva computadora, un nuevo printer, o dinero para combustible…

En cuanto al Aeropuerto Malek, ya existen muchos puntos de convergencia:

1. El Ministro Blades parece estar de acuerdo que se tiene que mejorar los aeropuertos,

2. El director Nacional de Autoridad de Aeronáutica Civil (Chachi Fábrega) sé que ha estado de acuerdo en promover y seguir mejorando el Enrique Malek (por las reuniones que sostuvimos con él y la Lic. Esquivel en el Malek durante el 2007 y las mejoras que ya se han concretizado)

3. Ya tenemos proyectos de desarrollo turístico, inmobiliario, y comercial, que sólo entre La Barqueta, Las Lajas, David, Boca Chica, y Boquete sobrepasan los $300 millones en inversión y que piden a gritos la apertura del Malek,

4. Hay inversionistas que desean entrar a invertir en el mercado Chiricano y no lo harán hasta que se logre la apertura del Malek,

5. Hay inversionistas dispuestos a invertir en el desarrollo del aeropuerto, siempre y cuando se tenga una figura clara y razonable para su concesión o para un “partnership” semi-privado.

6. Panamá como país necesita (según entiendo lo piden los operadores mayoristas de turismo) un segundo destino “principal” con aeropuerto que reciba vuelos o conexiones directas internacionales, y ofrezca una propuesta turística diferente a la ciudad capital,

Es sólo nuestra tarea ahora lograr entre el sector Privado y el Público un plan sencillo pero visionario con reglas y metas a corto, mediano y largo plazo con este aeropuerto a fin de que podamos establecer cómo, cuándo, dónde, y qué queremos hacer con este aeropuerto para lograr su apertura y la participación de actores de peso.

Hello again everyone,

I must inform you that I participated (at the invitation of the Chamber of Commerce in Panama and FEDECAMARAS) 1 week ago in the “Forum for National Competitiveness” with most of the presidents of chambers of the country and other business groups, in addition to the participation almost all ministers and believe that over 300 people.

We need this to be recognized as a state policy or at least the new Tourism Authority as a crucial step to promote the socioeconomic development of the area,

• Actively seek a good business model to make use tourist and commercial port of Puerto Armuelles prosecutor (and the free zone of Puerto Armuelles)

• Improving the roads to and in Chiriqui,

2. Act to achieve the improvements we are asking for nearly 1 years ago (and nothing has been done … And then I hear out there saying that the private sector was not in agreement …) in the Open Letter on border points Costa Rica where the traffic of visitors has grown significantly (received over 100 thousand visitors a year just for Paso Canoas not counting those entering by Rio Sereno and Guabito …). Despite that economic activity in these border points has grown by leaps and bounds, remain a complete chaos and disorder to go through them, especially for tourists.

3. We can conduct a training program for civil servants in the province involved with the care of tourists (mostly migration, customs, police, IPAT). This program must include customer service techniques, training in technical and conversational English, and a better awareness of culture tourism. The provincial directorates also need to be reinforced with a bigger budget for things as simple as buying a new computer, a printer, or money for fuel …

As for the Airport Malek, and there are many points of convergence:

1. The Minister Blades seems to agree that you have to improve airports,

2. The director of the National Civil Aviation Authority (Chachi Fabrega) I know it has agreed to promote and further improve the Enrique Malek (for the meetings we held with him and Lic. Esquivel at Malek in 2007 and improvements that have already been realized)

3. W now have tourism development projects, real estate, and commercial, in La Barqueta. Las Lajas, David, Boca Chica, and Boquete exceeding $ 300 million in investment and calling loudly for opening Malek,

4. There are investors wishing to enter the market to invest in Chiriqui and will not do so until there is the opening of Malek,
