Hi Don:
It is against the law and one has to complain, complain and complain. Good idea to contact your friend the vice alcalde. I´m sure he will help you ( without generating problems between neighbors, who indeed deserve a fine). Please tell him you are tired of that situation.

Don Ray:
All of those who commented mean well, but the problem is doing this is not against the law and it is not fine! My family used to do it when I was a kid living in David. Banning will do little in curbing the practice. What needs to be done is change the community behavior, beggining whith the authorities. Just like they are doing now with the “do not toss it” campaign for trash. Instill in the community this is wrong and show them why. Most likely they will cahnge their behavior, will take time, but it will happen. Good luck talking to the authorities!

Hi Jamie. I really don’t expect anything to change. The main reason I post this type of post is to raise awareness.
