		<description>It's really surprising, because the parades I've seen (very few in David) have been much better protected.  I've seen entire streets blocked off in David for the bicycle races, same going up the carretera.  Too bad.</description>

I share your pain. About 20 years ago I was working at David as an MD (in training) and we transported a critical patient from the old Obaldia hospital to the Regional hospital. I was riding in the back of the ambulance caring for the patient and the lights and sirens were on. Cars in the PanAmerican Highway did not yield to the ambulance at all. If they could not respect the ambulance, most likely they will not respect the parade with no police control. Sad but true!
