What Is This Warning In The Road Telling Me

Sunday, as I was out looking for a open hardware store, I cake upon this warning indicator in the street. Typically this might be set up to warn of a hole in the road, but not today. So why was it in the road. I parked to find out.
Finally I noticed, high up in this tree, a man cutting tree branches with a Machete.
A little later the branch you see to the left of the tree hit the ground. The road warning sign was there to tell you to be careful driving under the tree that covered the road.
