The Reason For All the Vaccination Hubbub
Jun 3rd, 2007 by Don Ray
The following rough translation from Spanish is supposed to be the reason for the newly proposed vaccination law. I found this in Spanish on one of the Yahoo groups and put it through the Google translator. I would point you to the original source, if I knew it. The “Vaccination” law will not be a law until the President of Panama signs it.
The health of the population is a subject that is becoming an obligatory agenda from State for all the countries that wish to improve the status of their members.
Therefore, Panama has been chosen like to launch the `Agenda of Health for Américas’, thanks to the initiative of the scientific doctor Panamanian Camilo Alleyne Marshall, who counts on the endorsement of the President of the Republic, Martin Torrijos Espino, for the launching of this agenda has confirmed the attendance of 27 ministers of health of America, among them Maria Luisa Avila of Costa Rica, Carolina Chong of Ecuador, Jose Angel Córdova of Mexico, Alfredo Privado of Guatemala and Bautista Rojas Go’mez of Dominicana.Este Republic document includes an intention declaration; principles and values (universalidad, human rights, accessibility, inclusividad, panamericanismo, fairness and participation).
In addition it includes an analysis of the health and tendencies of the Américas and their areas of action (advantage of the knowledge, science and the technology; fortification of solidarity and sanitary security; diminution of the inequidades in health and the fortification of the management and development of the human resource). Representatives of seven countries, that conform the Work group of the “Agenda of Health of Américas “, met in our country by two days, in where they examined and they sharpened details on this project and they formulated his observations on the matter.
It is possible to be mentioned that this agenda was put under a group of international organisms like the Cepal, World Bank, ALAESP, Inter-American Development Bank and the for Center Global Development for its commentaries and soon presented/displayed to the Executive Committee of the OPS with the suggested changes. This work group was presided over by Panama and integrated by Antigua and Barbuda, Argentina, Canada, Chile, Cuba and the United States.
It is important to mention that the “Agenda of Health for the Américas” works parallel to the Report on the Health in the World 2007, that will be published in the month of August, in where the subject of the security will be devoted international toilet, who includes the serious events of public and collective health of population groups, the way of to prevent them and to give answer them. Between these points the buds and epidemics of infectious diseases stand out and the immediate sanitary consequences of the natural disasters, the industrial or chemical accidents and the conflicts.
The “agenda of Health for the Américas” will be sent within the framework of the accomplishment in Panama of the 37 General Assembly of the Organization of American States (O.A.S.) and will count on the participation of the Secretary General of the United Nations, Ban K-Moon and of the regional director of the Pan-American Organization of Salud (OPS), Mirta Roses.

Reads like a who’s who of banking interests around the world. What could ‘they’ ever have to do with a highly coordinated vaccination programme involving several countries…?
Anyway, here’s the link to the original legislation:

Hi KK. Guess I had that link and forgot because it was a pdf in Spanish and I couldn’t get the pdf translation site to convert it to text so I could translate it into English. I must have had another senior moment attack.
Hola Don, I found it’s the “Ley 291 de Vacunacion”
The Capitulo VI (chapter 6), Medidas de Control Sanitario is where it talks about the international vaccination card needed when traveling to Panama: http://www.asamblea.gob.pa/buscador/2007/2007_P_291.pdf
At the very end it reads it was approved on May 28, 2007 by the Asamblea Nacional.

Hi Melissa. Yes I understand that was approved by the Asamblea Nacional and is now setting on the President’s desk for his signature. I hope it isn’t signed in the current state of wording.
LOL. Left a window open and went to the kitchen to cook something—Didn’t refresh the screen and now there is a comment pointing to the same link
Melissa. By any chance are you cooking with a lot of wine today?
I am testing some recipes with coffee—I guess I am caffeine high
Oh boy. When do I get to try the result?
