Well with the Visa law I can understand because they are having a floow of unwanted (not gringos) flooding across their border.

The vaccine card law I could understand if there was a known problem, but I haven't heard of one.

Anyone have a clue on who or what has triggered these changes in the law, or new laws? Were all the bad guys supposed to be caught when they raced to the nearest immigration office for their new 30-day visa?

I have no idea why the original law was framed the way it was. Obviously the new law is better suited to be called a tourist visa.

If the tourist visa law was strictly for tourists, why did it contain a clause that required 72 hours out of the country every 90 days? I don't understand how abiding by this law has almost overnight turned into fugitive hunting, people hiding, all kinds of allegations. The change in the law that
makes anyone here under a 90-day tourist visa, illegal.
