Ok. There may be better directions, but here is the easiest way I can tell you to get there.
Go into town via Ave. Obaldia (the street that runs in front of Super Baru, and Romero). Take it all the way to the end and you will have to turn right. You are now heading toward Parque Cervantez.
After you turnright off Ave Olbaldia, turn right at the next corner. At the next intersection, you will cross the intersection and Oteima is the large building on your right.
